Born on January 19, 1955 in the village of Elazig - Karakoçan - Demirtas, completed his primary education at Demirtas Village Primary School, He completed his secondary education at Karakoçan Secondary School and his high school education at Elazig Atatürk High School. Akkaya went to Germany due to his family being in Germany and studied mechanical engineering for 2 semesters after language training at the Goethe Institute. Akkaya, who longed for his country, earned Dicle University in university examination. 1979 - graduated in 1980 Akkaya SSK Hospital in Diyarbakir Dicle University after working 9 months Obstetrics and Gynecology won his residency exam. From 1981 to 1985 he successfully completed his specialization.
